Stevie Wonder once sang music is a language we all understand. Seriously doubt he was referring to Bob Dylan's singing.

"International" means "between nations", i.e. on nations on Planet Earth.
Bob is from the Planet Mumble, at the outer reaches of the solar system.
The Planet Mumble has been trying to make contact for many years with our human civilisation, but has failed because nobody understands their transmissions.
"Once a upon a time *mumblemumblemumble* in your prime *mumblemumblemumble* didn't you?" is all we got so far.

That's because he has an awful voice and doesn't enunciate his words clearly. Also, he doesn't sing about drugs that much. His songs have ranged from protest songs to those about actual people such as "Hurricane" and "Catfish".
