What do you mean by sovereignty? There are several different forms of it in our government, the most fundamental and important being that of the people and their liberty. Individual states are sovereign in that they govern themselves, but have all agreed to work with the others to maintain the liberties of this country. Finally, the country itself is sovereign, because we own ourselves and aren't linked to any other country. (The cynics can say that trans-continental corporations own the country, and I'm inclined to say the UN would like nothing better than to completely take us and the rest of the world over, but when it comes right down to it we really don't have to listen to what they say.) Not sure what kind of sovereignty you're talking about; hope I helped, though...

In the US system, sovereignty resides in the PEOPLE! Everyone in govt. works for the people. Government exists by the consent of the governed. Something many people in our government seem to have forgotten.

Effectively the power resides in the laws, and the primary law is the constitution. This document explains who has what power and the processes of government.
Whereever the consitution of the united states of America is followed the united states exists.
