Behind on your dues huh? yep they can. BUT check your CC&R's
I bet they have given you notice in the past. check your mail box. and then get a fast moving company. They will evict you and your stuff will be out then as well as you.

I think just penalties
check with department or real estate, in your city or sacramento is main office
