Stay in a hotel in Napa proper. Upvalley only gets more expensive. This is getting to be the off-season, so rates might be coming down everywhere. There's an Embassy Suites, 2 Best Westerns, a Marriott, a TraveLodge, and tons of B&B's near downtown.
However, do NOT stay or even consider the Discovery Inn. We put our adult kids up there once and it's a total crap-hole. Shabby, they couldn't get towels, and the electricity went out and they had a 9 month old with them! So we had to loan them towels and babysit overnight. Anyway. The Redwood Inn and the Chablis Inn are also good.
Now, as for how people get around in Napa Valley while drinking? They mostly drive themselves. (???) According to the monthly DUI reports it's mostly Napans that get caught, not so much the tourists. I recommend either a designated driver or Black Tie Taxi. There is a good bus service called VINE, but you can't stop wherever. There's a trolley that runs all over downtown, and there are 17 tasting rooms downtown. Go to the Visitor's Center in the Town Center and you can get a tasting card for $20 which entitles you to 20 tastes. They claim that at the tasting room, the taste will be 10 cents with the card, but the rooms usually waive that.

This is my personal opinion and I will have to disagree with what Jose said. It seems to me that he most likely did sleep in a motel and not in a good quality hotel like Holiday Inn, Marriott or even the Sheraton.
In the Napa Valley the last time I was informed was a month ago by a two clients of mine who went there on a business trip and enjoyed their stay at the Napa Valley.

Every time I go to San Francisco to visit a dear friend of mine I always stay at the Holiday Inn Fisherman's Wharf. But if we have to go to Napa Valley then I call up the central reservations at 1 800 465-4329 and I make my reservations very quickly.
In regards to the hotel chain, Holiday Inn, they have a reward in which it is called "Priority Club" Priority Club or PC as it is known by its initals offers free airline tickets, hotel stays and even merchandise that you can obtain by redeeming your points or miles.
In order to remain in the Basic Level you must stay a minimun of 20 nights per year. Over here you will earn 10 points per dollar spent (excluding taxes and tips)
If you stay between 21 to 49 nights per year you are now in the Gold Level where you will receive 10% additional bonus to your account. Meaning if you spend 200 dollars, as an example, you will receive 2,000 points plus 10% of the 2,000 or 200 points for a grand total of 2,200 points.
Should you stay at 50 or more nights per year, then you will be placed in the Platimum Level where you will receive an additional 50% bonus in yoour account. Meaning, using the example that I used in the paragrapgh that is above, 50% of those 2,000 points is equal to 1,000 points and that for that stay you would receive 3,000 points.
The only hotel that does not give you 10 points per dollar is the Inter - Continental but however it does provided you with 2,000 net points regardless of the time that you are in a hotel or how much money you have spent. However the PC will reward you with your additional points if you are in any of their three levels.
