KMnO4 is an ionic compound. K lost its only 4s outer-shell electron. The manganese atom originally has 4s2, 3d5 electron configuration. By getting one from K, and sharing 4 with 4 oxygen atoms, Mn achieves the most stable outer-shell electron configuration d10. In this case, Mn has 4 bonds with a total 8 electrons.
