A memo is headed up 'memorandum' and is often on a standard proforma. It has the to, from, date, subject etc all completed in the standard format. The main body is a statement of fact, with no dear... or your.. sincerely.

A letter is as you would imagine a letter to be, with dear... and yours sincerely at the bottom ) or yours faithfully if dear sir)
