No. Figurative language creates an image in the reader's mind through the use of comparisons and is not intended to be a literal representation. The passage you cited is quite literal.

There was a time when branding was a way of punishing bad people. When you saw a brand on someone in those days, you knew who you were dealing with.

I didnt read it- was this Hester a bad person?
