If you use sugar cubes using icing sugar (powder sugar and a little water) to "glue" them together. To get the rounded shape, cover a small bowl in plastic wrap and turn it upside down for a mold. Remove the bowl when icing has set. Don't forget to make a tunnel for the door.

I built one of those once, and sugar cubes are the things to use (unless you plan on keeping for longer than a few weeks).
Start by laying a base row of sugar cubes around a 7-inch-diameter cardboard circle, leaving space for the entrance. Using a mortar of 2 egg whites mixed with 3 cups confectioners' sugar, add subsequent layers of cubes, one row at a time, decreasing the circumference gradually as you go. Apply the mortar to the top cubes, not to those already in place. Be sure to work alternately left and right from the entrance toward the back of the igloo and stagger the cubes the way a builder lays bricks. Build a total of 10 layers, stopping halfway through the construction to let the igloo dry. Make the arch and roof separately, working on a flat surface. When they are dry, glue them in place. Allow the igloo to dry completely, then sprinkle with a blizzard of sugar.

Styrofoam, marshmallows, or spray painted cardboard might work as well. Edit: Another idea I just thought of is to make a thick, gluey paste. Mix powdered sugar, water, glue, and white paper scraps together and make a very thick paste. Form the shape and freeze. Second Edit: Make the mold around an upside down bowl..do you see a picture in your mind?

Styrofoam. It comes in all shapes and sizes and you could easily shave the pieces to fit. Make sure you angle the tops a bit so the cubes slant in.

uhmmm sugar cubes sounds about right LOLZ.
idk... id .... glue them in a circle.. then a smaller one.. then a smaller one and a smaller one anddddd a SMALLER ONEEeeeeeEEee until it domes and makes a little roofy-type-thing. :)
