if 15 people saw the same car accident, why would all the reports not be exactly the same??

It is rare that two people think alike. It's called interpretation.

Because 15 different personalities will analyze and evaluate the situation differently. Also the 15 people were most likely not standing in the same place so each individual saw something that perhaps wasn't in view of another.

15 different witness will have 15 different stories. 15 different cares will have 15 different types of damage. The only that might be the same is the measurements made by the police.

Everyone has his own perceptions.

Police are very suspicious of people whose stories match perfectly.
