Governmental preferences of minorities means treating people better just because they are of minority races, like African Americans or Mexicans or Latinos (pretty much anything besides Caucasian). Technically, it's not allowed (discrimination), but Affirmative Action (where schools make sure that at least a certain number of students they accept are from minorities) and equal opportunity (the same thing but with jobs instead of schools) are prime examples of this, where the standards for accepting minorities are lower simply because of their skin color.

Govermental prefrences of Minorites is when the govermnent gives special treatment to people who are not the white christian male. Aka the Majority. One example of governmental prefrences on minority is affirmative action which is a highy debated subject. I suggest looking that up.
