The province of British Columbia is made up of land on the main land and the islands off the coast including Vancouver island. On the east coast of Canada the province of Newfoundland is made up of the island of Newfoundland and Labrador on the main land.

There are actually three:
+ Newfoundland province, officially known as Newfoundland and Labrador. Newfoundland is the island, Labrador is on the mainland.
+ British Columbia province, which is comprised of mainland and the large island of Vancouver.
+ Nunavut territory, which consists of mainland and the large islands of Ellesmere and Baffin.

Just a wild guess here. I'd have to say British Columbia and Nova Scotia, because I know both need ferries to get to islands. Vancouver Island I've sailed past on a cruise ship, and friends have been on the Nova Scotia ferries.
