To get rid of base line budgeting in government. Baseline budgeting is deceiving and illegal for businesses. Here is an example in a nut shell.
You set your site on spending no less than 30K on a car. After going and talking with a car sales man, the agreed upon price is now 25K. You could say , hey , I just saved 5K buy not spending my baseline. That is what the government hacks do when they appropriate a new budget. Lets say they make up a budget for some program that is 5 billion over the cost of what the old one was, and after debating it in the house, they pass a bill of 4 billion over what the old one was, then the hacks would say. Look they cut the budget by 1 billion .

I'd change the EPA-OBD II annual Vehicle Emissions Inspection Law. This Law mandates that all Gasoline Powered Vehicles in the USA from 1996 to the Present must operate at 14.7 Parts of Air to 1 Part of Fuel. Any change whatsoever, even if Fuel Economy is improved, and polluting Exhaust Emissions are lowered, will result in a failed Vehicle Inspection. All such Vehicles have Exhaust Oxygen (O2) Sensors. Gasoline can be safely converted to a Vapor that is 100 Parts of Air to 1 Part of Fuel.The Point is that even the largest SUV could easily get 50 + MPG, and emit a fraction of the Emissions of a conventional Fuel System. I know, because I've done it, and I'm not the first to do so. Far from it ! For proof go to http://energy21.freeservers.com/bookrep.html , then Google the Names of Charles Nelson Pogue and Tom Ogle. The Problem is that O2 Sensors can't detect Vaporized Fuel Combustion. If that happens during a Vehicle Inspection, an O2 Failure Code will be generated, and the Vehicle will fail it's Emissions Inspection for not generating enough Pollution ! Exemptions are granted for Vehicles that have been converted to Natural Gas, Propane, or Hydrogen, and are Registered as such. But no such exemption exists for Vaporized Gasoline. Even if You don't believe Me, the fact is that it's illegal to even attempt to Vaporize Gasoline with any Vehicle that's 12 Years old, or newer ! And this insane Law that only benefits the Big Oil Corporations, was mandated during the Clinton Administration, with Al Gore's enthusiastic support ! I can understand why a Vehicle would fail Inspection for emitting too much Pollution, but to fail for putting out too little ? I would very much like to pass one Bill, and make it a Law in the U.S. to change the EPA-OBD II Law, but if I even tried, I'd probably be shot !

I would revoke the income tax amendment.

Right now, there is no limit as to how much they can tax us. So they tax a lot and then turn around and spend the money on whatever they want. Also, there is no way you can reduce what they collect or what they spend it for. They say to give them X number of dollars and you have to pay and then they can turn around and spend it on something you totally object to.

If we return to the original taxation method of the Constitution, taxes have to be on something related. IE: a tax on gasoline and the money used to fix the roads. A tax on airline tickets and the money used to maintain the airports and air traffic control system. If a person does not feel we need an airline system, he can show his views by NOT using the airlines. He can both prevent them from taking his money AND show his disapproval of certain things by not subsidizing it

It would probably cut spending the first year by at least 25% bbecause they would not be able to use it for pork any more.

I'd authorize that "super-fence" between Mexico and the USA (the one with like 10" of fence above ground and 10" below, a concrete ditch, a road, another fence, and then vehicle blockades every three feet) and take much more strict stances on illegal immigrants (IE - once they're apprehended by police and found out to be illegal, if it wasn't a felony they'd be immeadiately deported) breaking the law.

Require politicians to produce irrefutable proof of anything they claim publicly or face a lifelong ban from politics and the public theatre.

Taxation cuts. Already our taxes go to unnecessary funding and money that we generally don't see. Taxing the people will not always solve budget needs.

Give the money and the choices back to the people. They earned it; they deserve to spend it too.
