one name of this is called a positive contradiction.

it is the same idea on which the mystics (even jesus) speaks/writes.
the beginning and the end.
the life and the death.
alpha and omega.
nothing and everthing.
blah blah blah.
its to say that whatever the thing described encompasses all things together. in this case, the statement is both true and false. why it so, is pretty obvious.

if you are asking from a truly philosophical perspective it is a true statement. There is no paradox. False is just an adjective.

You are trying to recreate Parmenides statement: "All Cretens are liers"
