Most applications have a thing where you can send notifications to friends inviting them to respond to that application or join or whatever. You can also write a note and post it on your profile informing people that you would like responses of a certain type. Or simply write Wall posts or messages to people you'd like to hear from and ask them questions. There's also the Poke feature.
