In old times, groups of people were scattered everywhere. People in each group needed to agree on certain guide lines in order to live together (co-exist) .... They agreed upon banning theft for instance as it brings harm, anger, and disorder. A lot of the rules concerning right and wrong are agreed upon whether they were heavenly inspired or man made.
In brief, right and wrong could be traced to major living guide lines that prevent harm and help developing life in early societies. Thus, any rule breaking was rejected developing the sense of guilt on the part of the rule breaker..Genes, travelers, merchants, and others, helped forwarding the knowledge and establishing a world wide awareness specially in major crimes (sins) choose what suits you ... :)

Simple. All cultures, all peoples, are made up of human beings who have an inborn instinct to survive. Everything we do is basically to survive better, longer, and in more comfort. A sense of right and wrong is extremely necessary for survival.
Think about it. If lawlessness were to be unchecked, it would be to the detriment of the survival of the local clan. A sense of right and wrong is just another way of saying that we know what is best for us in order to survive as a species.

Rae, there are certain things that ALL cultures have in common as to moral beliefs. things like Murder, stealing, raping, violence towards little kids and the like. but for the more complicated "moral virtues" those are NOT universal values. Examples of those would be loyalty to a set of legislated rules, adhering to Religious and cultural rules, thngs that are determined by specific cultures. We instinctively KNOW when we have done somethng that violates one of the universal taboos, but it gets clouded when we violate one of the cultural taboos.
