I can't say anything about the SSI office because I don't like that either but you don't need to be a citizen to have a drivers license. I can get a British drivers license and not be a citizen. It's just to allow them to drive here. That's all.

Hiapnics are probaly ~ 40% of the population in CA.
DMV is pretty egalitarian - everyone has to go there.
So, statistically speaking, it wil lbe 2 out of every 5 people are Hispanic.
That might seem like a lot ot you if you live in a small pocket of Californaia where the demographics are no-representative of most parts of the state, or if you are just an ignorant racist, but it really is to be expected.

They keep failing the written test so they have to retake it. This is not a joke, do you ever notice that Mexicans usually refuse to learn to English. Other immigrants from other countries like Italy, Germany, Russia, France...etc...will learn English quickly but the Mexicans are either too proud of their heritage or too stupid that they only speak Spanish.
