Perhaps you are referring to lime water (water with calcium hydroxide dissolved in it). It is clear but becomes milky when CO2 is bubbled into the solution.

Ca(OH)2 + CO2 ---> CaCO3 + H2O

The CaCO3 is insoluble, thats what makes the milky color.
