Lolita in Tremont is a nice restaurant - they have a lot of smaller plates that you can share all under $10. The entrees (not many to choose from) were all under $20.
You can get pasta at most of the restaurants in Little Italy for about what you want to spend. Not really too varied a menu but good food.
Nighttown in Cleveland Heights has a lot of things on their pub menu that's fairly inexpensive. Their entrees aren't too bad either - maybe $20-$25 range.
A lot of the really nice places around would be more money - Baricelli Inn, Blue Point Grille, 3 Birds - but you could probably do dinner there if you didn't plan on having drinks which runs up the bill.
Check out www.opentable.com - you can make reservations at a lot of places online and most of the restaurants listed have web sites where you can see the menus and prices.
FYI - In one of the other answers Circo and Lockkeeper's were mentioned - those have both gone out of business. Circo was replaced by Brasa, a South American restaurant, and Lockkeeper's just opened under a new name a couple of weeks ago.

Try Great Lakes Brewing Co. restaurant. I went there with a friend last summer and everything was fantastic. We split the artichoke crock for an appetizer and my en tree was one of the daily specials...something with risotto (can't quite remember, sorry!) but I remember thinking it was delicious, whatever it was! haha
If you do try it out, I'd suggest getting the recommended beer for your meal if you enjoy alcoholic beverages. They were right on the money with mine. :)
