FDR. Responsible for turning the US into a spending and taxing machine, attempted to end the depression by taxing the rich but had to go to war to save the economy, because the depression was worse by 1938. Socialism does not work.
W is second. Ruined our foreign reputation and exceeds his Constitutional authority daily.
