Your computer needs a dialup (fax) modem. Right-click My Computer -> Properties -> Hardware tab -> Device Manager. You should have a "Modems" category. If you click the "+" next to it, it should show you what type you have (it may or may not say FAX).
Click Start -> Printers and Faxes -> Set up faxing. Go through the wizard to set it up.

If you have a modem that can connect to your phone line you are set.
Windows XP includes the software to send and receive Faxes.
