EDIT: NEVER USE A LIGHT TO HEAT A FISH TANK. When the light turns off, the water temperature will drop about 10 degrees, which is VERY stressful for the fish. Also, you don't need to get a special substrate if you use a liquid fertilizer as well as some fertilizer tabs that you put in the gravel.

Walmart sells 5 gallon kits that come with a filter and (i think) a heater. They go for about 30$. If your starting from scratch, id reccommend you go to walmart. For your first question, id say do 10%-15% water change. let the tank cycle. A size heater --- Its going to be a 5 gallon. So 25W heater. Its usually 5W per gallon. Walmart sells small internal filters for 2.5-10 gallons for 10$. Pritty cheap. There a Whisper i10 i think? But im not sure how much water flow it pushes out. So for a filter id go for a sponge filter for a betta since they dont like too much current. Sponge filters run about 3$. Air pumps are needed for these filters. good luck!

The water should be changed at least 25% a week. It would be nice to get a filter for a 10 gallon tank in your case. You should also add some shrimps or other fish with your betta.

You need to get a gravel vaccum from the pet store and use it every 2 weeks to do a 15%-25% water change. As you clean the gravel the water will come out into a bucket also. Use water conditoner and bacteria supplment with each routine water change also.

i have a 5 gallon aqua-tech starter kit from walmart. i paid 40 bucks for it, and i'm very pleased.
i do not need a heater at all. my light keeps my water very warm, and sometimes too warm, so i try to keep it off as much as possible.
i take about 3/4 of a gallon of water. sometimes just a 1/2 gallon. the filter has two kinds of filtration built into it, and works quite well, and its all built under the hood so you dont have to see a giant black filter inside of your tank.

lastly the filter whisper makes a good (seriously) in tank filter for like 10 bucks at walmart turn the current up halfway and your set
