Get a Halloween Pinata and a snow cone maker. And plenty of candy!
Have the guests pair up into pairs and have a race to see who can mummy someone first, and give the pair a prize. If you don't know what that is it's when you wrap toilet paper around someones body like a mummy. Maybe have a couple scary movies and play them in the TV room for anyone who wants to sit down. Have some cool music for dancing, of course. You should buy some pumpkins(I know there are these special type that are plastic/stiro-foam thing and it's mess-free) and see who can carve the best, and give them a prize. Maybe have a fire going in your back yard or Living room so people can tell scary stories and roast marshmallows. Good Luck and have a great party, hop I helped! =D

My daughter had cool food that all looked creepy or scary. She also had everyone bring a pumpkin that they carved. There were some really funny and clever ones. The best one got a pumpkin pie for a prize (which was ok until they got into a pumpkin pie fight) It was a costume party too and the funniest thing she did was put a "toilet monster" that came up out of the toilet when you picked up the lid.

My suggestion is do the social gathering social gathering like the 2nd week of october, that way it truly is closer to halloween and to not far from her definitely birthday...or basically rejoice a month later besides

Costume parties are really fun. Especially if there is music to dance to, fun food to eat and pumpkins to carve. Hope this helps!

make your house like a haunted house except instead of scary things that pop out, make it funny things. or you could just make it scary.
oh! you could also, if you have a big front yard, make the pathway or grass that leads up to your house really scary. then you could have really good decorations and play a lot of halloween games. have fun!!!!
