Cheapest and best don't go well together in the same sentence, especially when it concerns software. As the old saying goes, you get what you pay for. Adobe Dreamweaver is one of the most popular programs for web design. It's called a WYSIWYG (what you see is what you get) So that means that you don't have to worry a lot about coding. Which for 99% of the world, is a very good thing. However Dreamweaver CS3, the newest version, is expensive at $399 US. If you qualify, there are sites that offer some serious discounts for students and teachers. I recently purchased the Adobe Creative Suite, and saved about $1500 off of the listing on Adobe. You can download a 31 day trial from the folks at Adobe, to see if it's really worth the money for. If you are planning to do something quick, that's your best option. However, if you are plannin on doing web design for a long time, it would be worth it to purchase Dreamweaver.
