The rationale, as I have read, is that only non-us citizens are being wiretapped without warrent. However, I havn't read the act. The way the world works is that the person who really is strong enough to be come a good leader should do that. The leaders who prod and promote what gets enforced, what gets done, are more important than the laws most times.

Because we are at war. Not allowing this type of thing to happen to suspected terrorists makes as much sense as forcing the military to read miranda rights to captured enemy combatants(although that is probably the next thing the libs are going to complain about).
