I am trying to record an NTSC video onto a multi region DVD recorder, but I get lines across the bottom on playback? When I play the video on my VCR, there are no lines, it's only when I record. My VCR will play NTSC no problem and my DVD will play anything. Help please?

NTSC is 704x480 lines
PAL is 720x576

So, if you record NTSC in PAL, there are extra (blank) lines.

I wonder what format you are expecting from the DVD? If you playback an NTSC VHS, you will be seeing and recording 525/60, albeit it in a digital component format . Are you expecting it to convert to 625/50?

You do not need a multi region DVD to playback your own home made recordings, surely?

What setting is your DVD recorder on? I don't think you can change formats when recording with your equipment. You have to have your DVD recorder set on NTSC to record NTSC. Maybe it is set on PAL or some other setting. I know your DVD player will PLAY anything, but I don't think that you can change formats while recording without problems.
