who does one call when you want to report a company that is not in compliance with government agencies?

a store next to ours is causing trouble with all our neighbors and I need to know who do I call in order to have someone check them out and see if they are in regulations with everything they need to be. i.e.: OSHA, IRS

If you are in California, try the DOC (Dept of Corporations) or OSHA.

If you have specifics on how they aren't in compliance, you'd call the agency they aren't in compliance with. But if you want the agencies to go on a fishing expedition looking for violations just because you don't like them, then forget it, they aren't going to respond without specifics.
