everytime i see him he says i knew i smelled fish and i have him for a class and every 5 minutes he says i smell like fish
and then i hit him on the leg and he said why are u trying to grab my balls and i said im not. stop wearing your pants so low
and he told me stop wearing your pants so tight
it makes me so mad!! what do i do or how can i make him feel how i feel

Guess what? That is sexual harassment. When a girl is said to smell like fish, it's a derogatory comment, meaning her vagina is overused and not clean.

To Foamy - There is a difference between letting the person she has an unpleasant odor, and constantly telling someone she smells like fish. Plus, the comments about "trying to grab (his) balls" and the tight pants are out of line. The scenario described was sexual harassment.

This is sexual harassment. The guy is just being a jerk. He doesn't care how you feel - he just enjoys getting a reaction out of you. Dont' give him the satisfaction of letting him know he gets to you.
Report his comments to a teacher or dean, and ask to be seated further away from him. If you really want to embarass him, call his house and tell his mother.

You may not be aware of this, and you may wish you weren't once I tell you, but the fish reference is in reference to your female reproductive area. There is frat-boy rumor that women's (ahem!) areas smell like either cheese or fish. He's obviously heard this stereotype and is trying to embarass you by talking about your private areas.

You need to get some hygiene advice. You need to shower more often. May be he is doing you a favor. Other guys might know it and just ignore you so u will never know it.
