You may be correct, or you might be seeing an example of someone like me - one who reads the question, sees answers he likes and thumb ups them.
I may think a Q is intriguing enough to READ but not have answer for it at the moment, but will take the time to do that because I like a particular answere or even several of them. It's no skin off MY back to reward what I appreciate.
I cannot tell you how many questions I've starred that i did not answer, either.

If I read a question, but don't answer it because there are already several good answers, I'll give thumbs up to the answers I like. It was my understanding that anyone could give thumbs up.

If any user has information about another user possibly cheating, the best thing to do is send the profile url to the yat and let them handle it.
Edit: also, with a list of contacts, they receive the questions and answers when they are posted, and can easily click on their friends with thumbs up.

A little bit paranoid there,. :) I have given a thumbs up to a question within a minute or two of it being asked. I have gone to answer a question only to find someone already answered it with the correct answer. And I only have one account.

sometimes i look at a question and rate the answers but dont answer it myself- maybe this is whats actually going on?
