Under tank heating pads stick to the bottom of the tank on the outside. They can still get over 100F, so they must be attached to a thermostat or dimmer switch. A digital probe thermometer should be layed on the glass bottom inside the tank to monitor temps. For instance, the glass bottom temp for a corn snake should read 85F. The snake can either lay on top of the bedding or burrow down further to wam up.

the heating pad , if its for reptiles should not get hot enough to burn it if you have covering like carpet. make sure it is on the OUTSIDE of the cage.
I personally would not put the water bowl on top of the heater for a couple of reasons, but one main reason is because you want the snake to have a cool side and a warm side. They would use the water to be cool and if you are warming up the water all the time its not efficient for the snake...

The heating pad needs to be underneath the tank. Your snake can get burned if it can get to the pad.
