Was homeland security set up to defend the country from terror threats..?

I thought this is what the dept is for however why would they be using their resources on Tax Evaders. Do you think this is a waste of resources or do you support where your tax dollars are going..

Homeland security was set up to defend the country from terror threats and to allow the nation different intelligence agencies to communicate freely. Homeland security investigates tax evaders because the FBI investigates tax evaders. The FBI is part of the department of homeland security, so is the CIA and FEMA.

In the video he said it was homeland security then said it was the FBI. Seems like he isn't sure. How do you know it was for tax evasion? If it was, I'm all for it. I pay my taxes and wish everyone else did too.
