The Citizens must become more involved in crime prevention.
They must be willing to help the police by reporting suspicious activity, and be willing to cooperate with the police if a crime occurs. Simply putting more cops on the street isn't the answer. The cops that are there need more eyes and ears.

You could get a group of people from your community to do a volunteer citizen police unit, or a neighborhood crime-watch.

Put more police on the streets. It will cost the taxpayers, yet in NYC it has been proven that plenty of police on the streets work to curb crime.
