They are both two of the top recievers in the nation for sure, if not the top 2. But I gotta go with Randy Moss.
Combine Moss with one of the best QB's and you've got your Superbowl champs.
If you watched 1st and 10 on ESPN this morning, Stephen A Smith and Skip Bayless had an awesome debate on that subject.

T.O... Moss hasn't been in the picture since 1998...He has been good this year but where was he all those years with the Vikes and the Raiders???? Owens has been with 3 different teams and has been the Star in all 3...Moss only when he first started in Minn and finally 7 years later with the Pats...Owens is everywhere I don't see Moss catching down the middle and breaking tackles...Owens better even though Moss is also good...

Terrel Owens because he is very explosive and he has the speed. But Randy Moss is good to with his amazing jumping and catching abilities.

I would have to say T. Owens. If I were an NFL coach i wouldn't wnat either one, but TO improves the teams he is on despite the teammates he is around. He puts up good numbers despite the team. As for Moss, he is a great WR but he did next to nothing when he was on a pitiful team in Oakland!

i think when they are both motivated, moss is the better receiver. moss is taller and faster than TO and so i think moss has a slight advantage over owens. jerry rice said that moss could be a hall of fame player if only he had the right work ethic.
