Your friend probably thinks she's not hot because she's not doing anything to emphasize her sex appeal. She's dressed conservatively, has a "nice girl" hairstyle, and didn't pluck her eyebrows into arches, and doesn't have that come-hither slutty/horny expression that so many (unconfident) guys seem to dig.
Facially, I'd give her a 7. She has good bone structure, it's just that I live in L.A. and there are too many gorgeous girls here who are skewing my perception!

Beauty is in the eye of the beholder. I think she is adorable but it is what is inside that counts she could be hot as H E double hockey sticks and cold as ice so beauty does not count for a whole lot in my book. But I would give her a 9.5
