Probably and it's always important to know who among your circle of friends is in which category. A fair weather friend might have YOU as a friend but not be a friend TO you.
A simple test is whether the friend rejoices in your successes and grieves with you in your downers. The opposite can occur surprisingly often, the famous "schadenfreude" of people who secretly regret their friends' successes and rejoice in their tragedies.
The "fair weather", of course, refers to YOUR weather. They can call upon you when fair weather leaves THEM but disappear when anything stormy afflicts you.
