Hypophosphite means PO2 3-, since phopate is PO4 3-, so phosphite is PO3 3-, so hypophosphite is PO2 3-. One hydrogen, plus PO2 3- gives a charge of -2, which will balance the Cu2+.

Hypophosphorus acid is H3PO2. Which is H-P(OH)2. To get to cupric monohydrogen hypophosphite, You have to have Cu2+ and 2H2PO2-
