Countries get to choose how they want their time zones to work, and, as Bob mentioned, China is a big exception to what almost everyone else does by having a single time zone. So, if you go north or south from China, the time will change. There are also countries (Nepal used to be one of them, I don't know if it still is) that change by less than a full hour, so the time there might be on the half hour when your watch coming in is on the hour. If you look at a map of time zones, you will find that the lines often wander about quite crazily, following political borders rather than the reality of the earth's rotation relative to the sun. If you are looking for some general rule, there really isn't any.

Time zones change about every six hundred miles or so. They are determined by longitude and correlate to the position of the sun at any given place. Some time zones are stretched or cmpressed by local regulation. China, for instance has only one time zone, despite being quite wide. The continental U.S. has four time zones. The time changes usually, but not always occur at state borders.
