If you are sure this is a fraud marriage, which is done usually for a green card, the INS is interested.

Illegal in what way? Bigamy is illegal in all 50 states and should be brought to the attention of the police. If the couple was married by someone who is not authorized to perform marriages, then a fraud was committed, again the police should be interested. Cohabitation is a personal agreement between a man and woman and not illegal.

How do you know it is illegal? If you are not an attorney or otherwise trained in law enforcement, I would recommend that you speak to an attorney or a police officer. There are forms of marriage that are allowed under other state's laws that may be recognized by the full faith and credit clause of OK's state constitution.

Local law enforcement may be notified. INS would be the next step. Neither may really care if they are not otherwise breaking the law.

You really need a hobby. Is it harming anyone that two willing adults entered into a legal contract so he could stay in the greatest country on Earth? Don't you have anything better to worry about?
