I have 2GB of RAM as well and am only using 5% while running my browser, IM, firewall and antivirus. You must be running background applications and not realize it. Go to start > run > type "msconfig" (no quotes) > services tab > click "hide all microsoft services" (because I don't know which you need and don't) > and uncheck all that is left that you don't use. You'll want to keep those you aren't sure of checked until you can figure out what the are (use google). Then go to the start up tab and unclick all those programs you don't want to start up everytime you start your computer. Make sure you keep your firewall and antivirus checked. After that, restart and see how much RAM you are using. If something stops working right (windows will be fine as long as you check "hide all microsoft services" and I'm sure you could actually stop some of those, I'm just not sure which), just do the same thing and check everything again. You can always pull one off at a time, but that will take a long time.
Also, if you're running Vista you'll use more RAM, though I'm not sure how much.

For everyone pointing the finger at Vista, all I can say is how soon we all forget. Are people under the impression that XP uses 3 or 4%? Anyone, putting my sarcasm aside, the basic point is that this is normal behavior, and is nothing to be concerned about. If you open up a program like a game that really needs more than the 60% remaining, the system will adjust accordingly, so don't worry about it.

I use a program called system mechanic pro. It has the ability to defrag your ram. it also has features to clean up programs running in the background and lets you tottaly clean up your pc to improve performance. I have had it for about 5 months and not a single problem with it. Its cost about 40 buck at walmart.

Must be Vista ;-)
The fewer programs you have installed, the less memory will be used. Personally I would upgrade or add more RAM though; it's very cheap these days.
