There is also gardenhere.com that do exchanges and trades. Read the guidelines before you post anything!!

Gardenweb forums list seed exchanges. Members post "have" and "want" lists for doing trades. If you search the seed exchanges, sometimes you will find people offering seeds for free--all you need to do is send them a SASE (self-addressed stamped envelope).
You could also place a post there yourself asking for people who will give up some of their seeds for a SASE. People on Gardenweb are generally very generous. A sample seed exchange forum link is posted below--this one is for vegetables but there are exchanges for ornamentals as well.
