If you are having this done in a store parking lot Like a grocery store tell the manager You will no longer shop there if it contuse. First the are suppose to get the OK from the lot owner Its private property this way if they break a wiper u know who did it an the lot owner can be healed responsible the second thing i do is throw them back on the ground makes the place look like trash who wants to shop there an the city will make them clean it up or fine them so complain an trash the place lol

They recently pass a law in NYC to make that illegal. But when they pass, the TV news report coverage said it was one of the newest law in America to do so.
So no in most of the country it is perfectly legal.

As to touching your car, there no law against that. If they did, there would be much more people in trouble. Too much for the courts to deal with. But that's not the same of "touching" and damaging. Then you could probably file law suits for damage.

Yes they may. My sister lives close to where I work and I am not allowed to have my cell on at work, so she just walks over and puts a note on my windshield to come over before i go all the way home. My work has cameras and a security guard on duty, and she has never been bothered.

Technically it's illegal as it is interfering with a motor vehicle, though you would have difficulty getting it to court. If you are in a "private" car park you can complain to the operators though.

I don't think that is illegal....especially if it is done in a public area. If it is done in a residential, maybe a gated community, possibly unlawful.
