Highly recommend you to download the free open-source audio editing application that is cross-platform known as AUDACITY from http://audacity.sourceforge.net/

Alternatively, you can purchase a payware audio editing application such as Adobe Audition to do the conversion.

Simply open your MP3 file in any of these application, and save another copy from it as WAV file. You will have the options to choose the prefered audio attributes which are the channels (stereo or mono), bit-depth (8-bit, 16-bit), and sampling rate (in frequency of 48Khz, 44.1KHz, 22.05KHz).

There's a boat load of ways to do this. Winamp is a free player that can do it with a plugin. Filehippo might have something as well.
Good Luck!
