Psychiatrists can (they are Medical Doctors) and I know that there are only a few states that have agreed to let Psychologists prescribe after taking some courses pertaining to psychopharmacology. This has been a bone of contention with some Psychiatrist I work with because it basically enables Psychologists to prescribe medicine without going through medical school (this is the arguments I have heard from some Psychitrists).

Psychiatrists are medical doctors with a medical degree and can prescribe medications.

Psychologists are people with a degree in Psychology, whether they have a doctorate or not. But can not prescribe medication. They can recommend you see a psychiatrists for the purpose of getting a medication prescribed.

Psychiatrists can, because they are M.D's. They go through medical school.

Psychologists cannot prescribe medicine. They just do academic studies at universities.

Psychiatrist can prescribe medication. Psychologists are for talking to about your problems and trying to find a way to work through them. Psychiatrist talk with people too but they talk with people that have problems that need medication to be able to cope!!~~~~~~~~~~~~~~~~~~~~~~~~~~~~

Psychiatrists can, they are also doctors of medicine. Psycholigists cannot since they are doctors of the mind, only. They are familiar with brain activity, not medication. (Dreams)
