I would have to see, but, here the basic concept. AND, I thinking Outboard? Inboard be very similar.
At the engine, unbolt the steering arm. Then on the side it go through there a big nut to unscrew and the cable slides out. You may want to turn the wheel hard to "Port"??? to draw the cable into the engine to make shorter to pull out (If this make sense). Sometimes the cable will not pull all the way out and you may have to Dismount the engine to get the extra room by moving the engine over.
At the Steering Wheel. There are many types. Look under the dash. One look kinda round and as you turn the wheel you see where the inside part of the cable come around. This similar to the engine section. Just unscrew the nut then turn the wheel until it come out.
Another is a flat looking bar. It just a flat gear inside and the wheel have a gear to move back and forth. I think it just 4 bolts and drop down.
There are others, but, I thinking you will have one of the two mentioned.
I running this through my head and thinking. Tape the new cable to one end of the old and it pull through as you remove the old. May have to look and clip any tie-wraps holding the old cable up and use new ones.
