When I use my side bar to scroll up or down it goes real slow and my window looks choppy and wavy and when I drag stuff around my screen it looks slow and wavy too. I dont know what to do cause I've done a virus scan and everything eals is fine too. Please help.

Do you have a slow PC? maybe that might be the problem.

Update your video drivers...you could have a generic driver installed.
