A dilution is the total of the solute and solvent part. In this problem, what is considered the solute is the substance with a smaller volume; so:

0.5 ml solute = 1 part
6.5 ml solvent = 6.5 / 0.5 = 13 parts
Total = 14 parts

therefore the dilution is 1:14

Ratio on the other hand is the proportion of the solute to the solvent, so in this case the ratio is 1:13

DILUTION = (6.5+0.5)/(6.5) = 7/6.5
