You can't. All you can get is the name of the internet provider, country and maybe the nearest big town to whoever you want to track. IP addresses are stored by the person's internet company along with the details of who was using each address on what date and time. The internet companies don't just give out this information - they can only give it to police who are investigating things such as child porn downloads and other illegal online activity etc. The police also have to get a court order to force the internet companies to give out the details. So the best you'll get is a town or rough area. This also means that when a website says they have your IP address it don't matter because they can't do sweet f**k all with it. All they can do is ban your IP address from visiting their site - but as most people's IP changes every 24 hours or whenever their modem/router is restarted, this is pointless as well. They can also moan to your internet company if you've done something they don't like, but most companies won't give a monkey's toss and don't follow it up so it still doesn't really matter. In reality, an IP address is about as much use as a t!t on a fish, unless you're the police with the power to get people's details from it.
