In this case the woman/bride is not 18 years of age & this marriage cannot take place in either any Arya Samaj Mandir under the Hindu Marriage Act,1955 nor before any Marriage officer/Registrar under the Special Marriage Act,1954 (court marriage). In both the cases the proof of age of both has to be produced. In both cases the officials will refuse to solemnize such marriage, so wait till she attains the age of 18years. Rest the complete procedure required for Court marriage is given in my various best answers regarding this issue, browse my answers & check it yourself.

If you wish to have a court marriage without performing any ceremonies you will have to make an application before the registrar of marriages at the place of jurisdiction where either of you reside. The said application shall be signed by both of you. The registrar of marriages shall attach a notice giving details of your intended marriage at the office of the registrar of marriages, within 30 days. The said marriage would take place on the date issued by the registrar of marriages. And thereby a certificate of marriage duly registered and signed is issued by the marriage registrar.

In that case you may get married as per Hindu vedic rites and then register you marriage under the provisions of Hindu Marriage Act 1955 Arya Samaj marriage is a legal way and a systematic way of getting married under the provisions of Hindu Marriage Act, 1955 wherein both the parties getting married under the Arya Samaj way of marriage have to be Hindus by religion. The procedure is very simple wherein appropriate details of both spouses, as regards addresses proof, age details, and two witnesses along with parent's / guardian's consent, is sought. An application is needed to be filed giving above-mentioned personal details and then the marriage is performed by Vedic rites by an Arya Samaj priest. After the solemnization of marriage, the Arya Samaj issues the Marriage Certificate for the same. On the basis of the said certificate issued by Arya Samaj, the marriage then needs to be registered before the Office of the Registrar of Marriages at the appropriate respective jurisdiction of your place/ city.

yes it is legal, providing you have the permission of her maternal grandfather. if he is not alive or in a fit condition to grant it then you must get a certificate from a female doctor saying that neither of you have ever left the country or have had roasted veal.
the ceremony itself is quite short. the rabbi and the priest both give a speech at the same time in a different language. the rabbi's speech is the priest's backwards and vice versa. it usually lasts for about 16 days and then the funural for all those that have been killed by heatstroke and dehydration (the guests must wear theraml outfits and the wedding must take place indoors at a temperature of more than 40'C) takes place.
after that you are pronounced husband and wife. simple.
