Well, according to the Websters Dictionary, it means to flutter the eyelids and to appear bright especially with merriment. It means that he is excited about something, something that makes him feel really good and happy about things. This could be a special person he is very fond of in his life or this could be from an action or event that deply meant something to him.......= )
