Good :
He reformed a lot of countries that were still feudal, established constitutions, and fostered education and literacy in those countries.
He unified France in its darkest time. (and there have been quite a few "dark times" in France.
Became a legend for his tactical genius.

Bad :
He killed a whole lot of people doing it.
A lot of the countries didn't want the reforms, he forced them with war.
He was a dictator.
He oppressed his own people, silencing anyone who criticized him.
He controlled the press.

He did himself good, and France some good as well by stabilizing the country. His soldiers did not do any country any good, their history of rape, murder and robbery is well documented. Fortunately, a fellow name Arthur Wellesley, the Duke of Wellington, knew how to deal with the likes of Napoleon, Soult and Massena.

No, he wasn't doing the world good. He was trying to conquer Europe. He did do France some good, by providing stability after the Revolution and a new code of laws, but ultimately, he harmed France by dragging it into wars with the rest of Europe. His main motivation was himself. He wanted to be a famous conqueror.
