You have to pay attention to the clothes that girls of your age, height, build (and culture) wear if you want to be like them.
Get some good foundation wear - certainly a bra that fits properly, maybe a waist clincher and/or hip and bum pads.
The bra you can pad out with all sorts of things; start with tissues. Jell-O in balloons or rice or bird-seed in bags works quite well. Ultimately you'll want proper breast forms, but they are expensive. Whichever method you use, you'll need to get your proportions right (a) so that clothes fitting does not become and issue and (b) so it looks natural.
As far as outerwear is concerned, if you're well built you'll need to try and cover up a bit - long sleeved loose tops, long skirts etc. A-line and gypsy skirts can give an impression of hips. If you're skinny and you've got good legs you can get away with almost anything.
Don't forget to shave legs, chest, arms etc.

You will have to build a wardrobe little by little. Why not start with some nice pinstripe pants and frilly blouse and vest. You most likely have the underwear already. Then let your hair grow and practice walking in heels. Get an early start because life is so short.

It depends,if its a fetish thing....you can be as outrageous as you like!
If it's because you want to go out dressed as a girl...then look at what real girls the same age and size are wearing and take note of them.
The secret of not "being made" is to copy exactly what a real girl would do,say and dress like.

I'd suggest you look at what the 18-year-old girls around you are wearing, and emulate them. At least until you develop the confidence to develop your own style.
Looking TOO different will get you unwanted attention.

Depends if you are trying to stand out or fit in!! If you want to stand out, then very sexy, tight, revealing dresses and skirts.
If you just want to fit in, then just the female versions of what you wear normally (jeans, tops, socks/pantyhose/tights, shoes).
